
William Siembieda, PhD, WUI Institute Fellow gave an invited talk on Mitigating Fire Disaster: Land Management and Human Settlement at the University of San Francisco Law Review Symposium – Stages of Fire: Mitigation, Adaptation and Rebuilding, January 30,2026. He explained how to use the ASCI method (avoidance, separation, control and integration) for land use decisions in wildfire prone communities, the importance of a fuel reduction strategy, and demonstrated how the PIRS for Wildfire method’s spatial approach can be applied to strengthen local land use planning practice. The symposium audience consisted of practicing lawyers, law students and fire hazard mitigation practitioners.
