Wildfire Technical Advisor, U.S. Fire Administration, National Interagency Fire Center (NIFC)
Aitor currently serves as the Wildfire Technical Advisor to Dr. Moore-Merrell, Administrator, U.S. Fire Administration. Aitor began his wildfire career in 1982 with the U.S. Forest Service where he served in various fire management positions. Throughout his 17 years with the USFS he served on Incident Management Teams (IMT), Initial Attack and Extended Attack IC, engine Captain, hotshot crew member and a Type 1 Prescribed Fire Burn Boss. In 1999, he joined the Bureau of Land Management (BLM) at its national office for fire management at the National Interagency Fire Center (NIFC). During his nine years with the BLM, he initially served as the Deputy Fire Training Officer and later the principal Fire Training Officer for BLM. In 2008, Aitor joined the U.S. Fire Administration (USFA) in support of the agency’s wildfire mission. In that role he works daily with partner agencies at the NIFC where he currently serves on the Executive Board for the National Wildfire Coordinating Group (NWCG) responsible for developing wildfire standards at the national level. He also serves on the National Multi-Agency Coordinating (NMAC) groups which is responsible for the prioritization and allocation of national resources nationally.
Senior Director, Wildfire Preparedness and Operations
Andy joined the PG&E team in 2008 and has worked in Electric Operations, Gas Operations, Finance, HR and Risk Management. He holds a BS Degree in Mechanical Engineering from Cal Poly, San Luis Obispo. He is the Sr Director leading PG&E’s Wildfire Preparedness and Operations Team. In this role, he is responsible for the teams delivering PG&E’s Wildfire Mitigation Plan, Risk Modeling and Analytics work, Ignitions Investigations and Wildfire Strategy. The work performed by his teams guide both operational decision-making during fire season and long-term resiliency planning for PG&E. Andy has led the long-term investment planning teams for both Electric Operations and Gas Operations at PG&E and has served as a witness in various rate proceedings before the California Public Utility Commission. Prior to his time at PG&E, Andy worked at GE Healthcare, Rhythms NetConnections & Northrop Grumman in a variety of technical and leadership roles. He is also a veteran having served in the US Marine Corps. Andy is currently the Chair of the Advisory Board for the Cal Poly Wildland Urban Interface – Fire Institute. He is also on the Advisory Board for Watch Duty, a 501c Non-Profit - Watch Duty - Wildfire Maps & Alerts Andy is married to Dawn Feegrado for 28 years and they live in Walnut Creek, CA where they raised their three kids – Wyatt, Ruth, and Luke. Fun fact, both of Andy’s boys are stand up comedians – Wyatt Feegrado (out of NY) and Luke Abranches (in the Bay Area)
Senior Policy Advisor to the Western Fire Chief’s Association
Bob has been in the fire service for over 45 years starting as a volunteer firefighter, then rising to executive positions. He served in the Ventura County Fire District for 34 years, the last 15 as Fire Chief. He then became the Nevada State Forester and now Senior Policy Advisor to the Western Fire Chief’s Association. During his career, Bob continued his formal education and became focused on the wildland fire problem due to its dynamic nature and challenges. As Fire Chief of a CAL FIRE “Contract County” and the Chair of the FIRESCOPE Board of Directors, he became quite involved in state aid agreements and the state response system. He furthered his national wildland policy knowledge by becoming the Chair of the International Association of Fire Chief’s Wildland Fire Policy Committee. This forum required a global viewpoint of the nation’s wildland fire problem and interaction with National Association of State Foresters, federal partners and the international wildfire community. Bob was instrumental in the development of the Ready, Set, GO! program and was part of the development team for the National Wildland Fire Cohesive Strategy. Bob is currently finishing his commitment serving on the Congressional Wildland Fire Mitigation and Management Commission.
CBIA’s Senior Counsel for Codes, Regulatory and Legislative Affairs
Chris Ochoa serves as CBIA’s Senior Counsel for Codes, Regulatory and Legislative Affairs. Chris has more than 25 years of experience as an attorney and lobbyist in navigating the national and state building code adoption process in Sacramento and Washington, D.C. As a practicing attorney and legislative advocate, Chris represents the CBIA before state boards and commissions, and at the State Legislature. Chris also represents CBIA on several boards and committees, including the CA State Fire Marshal’s Wildfire Mitigation Advisory Committee, and the California Building Officials (CALBO) Legislative and Building and Fire Committees. Chris also serves on the CA Building Standards Commission’s Building and Fire Code Advisory Committee, and on the National Association of Homebuilders (NAHB) Codes and Standards Sub-Committee. Chris also currently serves as a board member for the CA Fire Safe Council. Prior to joining CBIA in 2020, Chris was a Senior Regional Manager for the International Code Council (ICC) Government Relations Department for California and Oregon, and also served as ICC’s Government Relations Vice President in charge of Federal Activities in Washington, D.C.
SDG&E Environmental Regulatory and Technology Lead
Ms. Christina Terzich, has been with SDG&E for 22 years providing environmental program, permit and document project management for major electric and gas infrastructure projects. Christina provides regulatory and environmental strategies for major infrastructure projects, new technologies such as batteries and microgrids and environmental/CEQA fire risk planning. Christina also provides review for SDG&E focused on legislative and regulatory proposals and revisions regarding renewables, energy procurement, energy efficiency, CEQA, air quality, hazardous materials, land use and climate change. Prior to joining SDG&E Christina prepared and managed numerous environmental documents, planning documents, wetland permits, hazardous material reports and technical air quality studies for specific plans, residential, commercial, and industrial developments and infrastructure projects for civil engineering firms and though her own consulting firm. Ms. Terzich holds a B.S. in Natural Resources Management from Cal Poly San Luis Obispo and is a native San Diegan. In addition to being a founding member of the Cal Poly Wildland Urban Institute External Advisory Council including leading the effort to obtain coopertion, support and joint funding for the Institute from SDG&E, SCE and PG&E, Christina is also a member of the Cal Poly San Luis Obispo Natural Resources and Earth Sciences External Advisory Council.
Acting Deputy Director for Community Wildfire Preparedness & Mitigation and Fire Engineering & Investigations Divisions of the Office of the State Fire Marshal
Frank Bigelow is the Acting Deputy Director for the Community Wildfire Preparedness & Mitigation and Fire Engineering & Investigations divisions out of the Office of the State Fire Marshal. Frank has served 20 years with CAL FIRE. He started his career as a fire fighter and worked his way through the ranks working in various programs along the way, including, fire operations, the air program, fire plan and currently for the Office of the State Fire Marshal. In this current role Chief Bigelow oversees 18 statewide programs, all of which focus on prevention, education, and enforcement.
Executive Director for the California Fire Safe Council
Dr. Jacy Hyde is the Executive Director for the California Fire Safe Council, a nonprofit organization that provides technical assistance and funding to support community-led wildfire resilience efforts. She previously served as the Branch Chief for Hazard Mitigation Assistance and Deputy State Hazard Mitigation Officer with the Governor’s Office of Emergency Services, where she oversaw a portfolio of state and federal grant programs aimed at reducing risk from natural hazards and advancing equitable climate adaption approaches. Jacy also served for a year with the CA State Assembly Committee on Natural Resources as a California Council on Science and Technology Policy Fellow. After nearly a decade conducting ecology and forestry research in the field, she earned a PhD in Forest Resources and Conservation from the University of Florida on the topic of forest health and energy infrastructure development. Jacy holds a BSc in Field and Wildlife Biology from Cal Poly, San Luis Obispo.
Executive Director, California Wildfire Mitigation Program Authority
For over 33 years, Mr. Lopez served as a Forester and retired as Assistant Chief for the County of Los Angeles Fire Department Forestry Division. His work involved forest management, urban forestry, forest nursery operations and reforestation, vegetation management, habitat management and restoration, defensible space, pre-fire engineering, and implementation of the forest and chaparral best management practices. Mr. Lopez received a Bachelor of Science Degree in Agricultural-Forestry Engineering. He is a Qualified Logistics Section Chief Type 2 and 3, and an Urban Search and Rescue (USAR) Team past member. He responded to hundreds of significant emergency incidents throughout his career. He also responded as a member of the Federal Burned Area Response (BAER) Team, California Watershed Emergency Response Team (WERT), and as Remote Sensing and Infrared Interpreter. Additionally, Mr. Lopez acted as Incident Command System (ICS) liaison and instructor for the United States Agency for International Development (USAID) and Office of Foreign Disaster Assistance (OFDA) for Latin America and the Caribbean. He is a member of the California Board of Forestry and Fire Protection, California Fire Safe Council Board of Directors, member of the State Fire Marshal’s Wildfire Mitigation Advisory Committee, Cal Poly Wildland-Urban Interface Fire Institute Advisory Council, the University of California Agriculture and Natural Resources Fire Advisory Committee, and the U.S. Green Building Council (USGBC) Wildfire Defense Advisory Group. He served on the Society of American Foresters (SAF) National Board of Directors, chaired the Southern California Regional Area Safety Taskforce (SCRAST), past member of the California Fire Science Consortium (CFSC) Advisory Board, Co-Chaired the Los Angeles County Weed Management Area (LAWMA) and was a Board Member of the Theodore Payne Foundation. He has also collaborated with the National Fire Protection Association (NFPA) FIREWISE USA, U.S. Green Building Council Los Angeles (USGBC-LA), Tree People, and numerous community-based organizations. He is an active member of the SAF, California Licensed Foresters Association (CLFA), California Urban Forests Council, and U.S. Green Building Council (USGBC). He received the SAF Foresters Fellow Award in 2002. In 2011, he was awarded the National SAF, Presidential Outstanding Field Forester Award for his district. And he received the 2020 the USGBC-LA Resiliency Award. His current work focuses on systematic analysis of existing, alternative, and emerging methodologies and techniques to protect communities, natural and cultural resources from the risk of wildfire damage. Projects include a combination of fire behavior and prevention analysis, science-based fire hazard reduction and ignition management methodologies, and the development and implementation of established and emerging fire-safe engineering activities. As part of the State of California’s effort to strengthen community-wide resilience against wildfires, the California Department of Forestry and Fire Protection (CAL FIRE) has partnered with the California Governor’s Office of Emergency Services (Cal OES) to develop a state home hardening initiative to retrofit, harden, and create defensible space for homes at high risk to wildfires, focusing on high socially-vulnerability communities and providing financial assistance for low- and moderate-income households. Governor Gavin Newsom signed Assembly Bill 38 in 2019 authorizing Cal OES and CAL FIRE to enter into a joint powers agreement to oversee the development and implementation of the Program. Known as the Home Hardening Program, this effort encourages cost-effective wildfire resilience measures to create fire-resistant homes, businesses, public buildings, and public spaces. Mitigation measures such as home hardening, vegetation management, defensible space, and other fuel modification activities provide neighborhood or community-wide benefits against wildfire.
Gordon & Betty Moore Foundation Wildfire Resilience Initiative Senior Advisor
Kate Dargan Marquis currently works on wildfire resiliency strategy though many pathways and institutions. She advises the Gordon and Betty Moore Foundation, she most recently worked for the White House Office of Science and Technology Policy as Assistant Director for Preparedness and Response and serves as Board Director and Chief Strategy Officer for Intterra, a wildfire and public safety software company she co-founded in 2010. She is also a longtime Board member and past Co-Chair of the CA Fire Safe Council. Prior to her advocacy phase, Kate was a pioneering California firefighter/chief for 30 years, the first woman State Fire Marshal for California and a proud Cal Poly San Luis Obispo graduate. She has worked at the community, public agency, industry, technology, and policy levels of the national fire service and is widely recognized for her consensus-building style and innovative approaches to old problems.
SCE Senior Advisor in Wildfire Safety and Operations
Mark Clayton brings nearly two decades of invaluable utility experience from Southern California Edison (SCE), where he currently serves as a Senior Advisor in Wildfire Safety and Operations. Mark’s education and experience in advanced analytics, project management, and leadership equip him to oversee large-scale projects and lead cross-functional teams effectively. His primary focus lies in integrating cutting-edge technologies to bolster wildfire mitigation efforts, which encompass the utilization of drones, artificial intelligence (AI), microgrids, and the evaluation of emerging innovative technologies. Additionally, Mark spearheads the regulatory analysis of SCE’s expansive 50,000 square mile service territory, crucial in identifying and advocating for changes to high fire designations. Mark was also instrumental in the development and execution of SCE’s generation wildfire program with initiatives centered on vegetation management, standardized asset inspections, and grid hardening strategies. His experience and unwavering commitment to fostering a safer environment and strategic approach to wildfire safety have made him a key asset to SCE and the community they serve.
Executive Director for the Wildfire Conservancy
Dr. Matt Rahn is currently serving as the Executive Director for the Wildfire Conservancy (a nonprofit research foundation) and as Director for Wildfire Programs at California State University San Marcos. Most recently, he led the creation of a public-health workforce development and training program with Mt. San Jacinto College supporting business and their employees in safe operations and protocols related to COVID-19 guidelines. Prior to this, Dr. Rahn served as the Director for the SDSU Environmental Sciences Program and Field Stations Program, and as adjunct faculty for the Homeland Security Program. Dr. Rahn served as Mayor and City Councilmember for the City of Temecula from 2014-2022. He also served on the Executive Board for the Riverside County Transportation Commission, the regional board for the League of California Cities (and the League’s Public Safety Committee), and on the Board of Directors for the Riverside County Habitat Conservation Authority and the Riverside Conservation Authority. He was also appointed as the first Chair for the State of California Bureau of Cannabis Control Board and continues serving as board member today. Dr. Rahn has over two decades of experience in applied sciences and policy, with an emphasis on environmental science, ecology, statistics, public policy and wildfire science. Having earned both a PhD and JD, Dr. Rahn has focused much of his work on the interface between science and policy, supporting local, state and federal programs in collaboration with lawyers, policymakers and scientists on issues primarily focused on wildfires, land use, public safety, watershed management, endangered species, land use planning and renewable energy. He has designed and implemented many large-scale projects with a strong foundation in policy implications, research design, economic, and statistical analysis. As a researcher and educator, Dr. Rahn has been involved in public safety issues throughout his career. Over nearly two decades, he has been working on issues related to wildfires, with a specific emphasis on economic impacts, improving attack effectiveness, firefighter health and safety, and community resilience. Results of this research have helped establish a benchmark for evaluating economic impacts from large-scale wildfires and understanding the total economic burden. He has also led a staffing study that became the first of its kind to address how firefighter staffing influences initial attack effectiveness and health/safety during a wildfire. He currently serves as the Executive Director for the Wildfire Conservancy, and nonprofit research foundation aimed at advancing the wildfire industry and providing timely research and education advancements in the field. This collaboration is done in partnership with CAL FIRE, CAL FIRE Local 2881, the International Association of Fire Fighters, the National Institute of Standards and Technology, and the US Forest Service. His expertise in fire science, energy, land use, and ecology has established him as an expert in designing and evaluating fire management plans and related fire studies. He is currently leading the development of the West Coast Center of Excellence in Firefighter Mental and Behavioral Health, in collaboration with CAL FIRE L2881 and the International Association of Firefighters.
President of the Personal Insurance Federation of California
Rex Frazier serves as President of the Personal Insurance Federation of California. He represents PIFC’s member companies before the California State government and provides advice on legislative, regulatory, litigation and political matters. He previously held the position of Vice President & General Counsel of PIFC. Prior to joining PIFC, Mr. Frazier was an attorney in Los Angeles with the law firm of Pillsbury Madison & Sutro, focusing on insurance and banking issues. Mr. Frazier previously served as Deputy Insurance Commissioner with the California Department of Insurance as well as legislative staff in the California State Assembly. Mr. Frazier has additionally served in various California political campaigns, including as campaign manager of a successful statewide ballot measure, Proposition 213, in 1996. Mr. Frazier graduated as valedictorian from McGeorge School of Law at the University of the Pacific, and was an Adjunct Professor there for seven years – developing and teaching California Lobbying & Politics (2012-2018) and Legislative & Public Policy Clinic (2014-2018). The latter was recognized as one of the Top 15 most innovative legal clinics in America. In addition, Mr. Frazier received graduate and undergraduate degrees in public policy from the University of Chicago. Mr. Frazier’s current community service activities include serving as a Board Member of the California State Firesafe Council (2022-Present) and a Member of the Climate Insurance Working Group, California Department of Insurance (2019-Present).
Senior Director for Wildfire for the Insurance Institute for Business & Home Safety (IBHS)
Steve Hawks is the Senior Director for Wildfire for the Insurance Institute for Business & Home Safety (IBHS). Steve’s responsibilities at IBHS include wildfire policy and code development, post-fire analysis, implementation of the Wildfire Prepared Home program, and development of the Wildfire Prepared Neighborhood program. He also serves on the Underwriter’s Laboratory Fire Safety Research Institute’s Wildfire Advisory Committee. Steve has over three decades of experience in wildland firefighting and prevention, having served since 1989 with the California Department of Forestry and Fire Protection (CAL FIRE) until his retirement in December 2022. He was promoted through the ranks from firefighter to Assistant Deputy Director of the CAL FIRE – Office of the State Fire Marshal’s Community Wildfire Preparedness and Mitigation Division upon his retirement. Additionally, he served for 13 years on CAL FIRE Incident Management Teams. He holds a Bachelor of Science Degree in Forest Resource Management with a minor in Business Administration from Humboldt State University.
